Important Notice: Homebuyer Program Partially Suspended

The Greater Washington Urban League has a grant agreement with the D.C. Department of Housing and Community Development to administer the D.C. Homebuyer Program.

HPAP provides up to $77,000 in down payment and closing costs assistance in the form of a second trust loan for low and moderate-income first-time homebuyers in the District of Columbia.

For the first quarter of this fiscal year, Oct. 1, 2008 – Dec. 31, 2008, GWUL has a contract for $8 million from DHCD to process 125 loans.

On November 14, DHCD directed us to suspend the program for any persons who did not have approved contracts as of November 14 until further notice, as a result of budget actions taken by the Council of the District of Columbia. In addition, the GWUL was directed not to process new applications, issue notices of eligibility, or grant extensions to clients who currently have eligibility notices. Only clients who had purchase contracts approved by GWUL as of Friday, November 14, 2008 could proceed to closing.

All interested parties who have applied for HPAP will be notified in writing of their status. In the meantime, if you have questions please contact the GWUL Housing Division, 202-265-8200.

For the fiscal year ending September 30, 2008, GWUL processed 508 loans for first time homebuyers, leveraging over $86 million from first trust lenders – banks and mortgage companies.
