The incumbent will be a part of a team tasked with carrying out the Home Purchase Assistance Program (HPAP). HPAP provides down payment assistance to low and moderate-income first time homebuyers in the form of a second trust. HPAP is funded by the DC Department of Housing and Community Development.

The Senior Program manager reports to the HPAP Program Manager and assists managing the day-to-day operations of the HPAP program. The Senior Program Manager will supervise the Closing and Underwriting Team to ensure that files are underwritten and settled according to program guidelines. The Senior Program Manager must have a thorough understanding of legislation and guidelines for the Home Purchase Assistance Program. The Senior Program
Manager must have proficient knowledge of loan underwriting and settlement procedures as established by Fannie Mae, Freddie Mac, RESPA and other regulatory bodies. The Senior Program Manager must be able to supervise staff and bring issues of concerns to the HPAP Program Manager immediately. The Senior Program Manager on a monthly basis must provide quality assurance in reviewing each process of the HP AP loan processing procedures from application intake through settlement. Each month the Senior Program Manager will review their findings with the HPAP Program Manager.


• Supervises loan processors, underwriters, and closers

• Provides monthly quality assurance review of intake, loan processing, loan underwriting, and loan settlement files

• Ensures HP AP guidelines are used and met by all staff

• Identifies training needs of staff

• Assures program performance metrics are met

• Establishes program performance metrics in consultation with the program director

• Submits exceptions to HP AP Program Manager for review

• Provides second signatures and review to loan underwriter

• Reviews and approves contracts; however, HP AP Program Manager will provide signature to proceed to closing

• Reviews notes packages prior to transmittal to DHCD

• Performs loan underwriting when necessary

• Assures HP AP does not experience backlogs

• Provides HP AP Program Manager with any information that performance metrics are not met or guidelines and directives are not followed by any staff member

Reporting and Administrative

• Provides HP AP Program Manager with a weekly contracts report

• Provides HP AP Program Manager with count of special needs clients such as elderly, disabled, or homeless

• Provides Program Manager with a weekly count of applications accepted, NOEs  processed, applications declined

• Ensures foreclosures are logged

• Provides monthly training report by Training Agency

• Ensures all cut-offs are performed

• Reconciles manual file count with FoxPro
