GWUL Seeks Contractors for Weatherization Program

The Greater Washington Urban League administers DC Weatherization Program which is funded by the DC Department on the Environment.  The GWUL coordinates the implementation of energy efficiency measures for single family homes, multi-family buildings, and small businesses meeting the eligibility guidelines.   

GWUL will hold an open enrollment period for one year, July 2009 thru July 2010 to recruit contractors who comply with the selection criteria outlined below. After July 2010, GWUL Housing Director will hold an enrollment period from October thru December each year.   

We are currently seeking licensed DC contractors to perform the following work: 

  1. Window Replacement & Reduction of Air Infiltration (door sweeps, attic insulation, etc)
  2. Appliance Replacement (refrigeration, A/Cs, etc)
  3. HVAC Repair or Replacement  (Boiler, Furnace, Hot water heater replacement)


Contractors must possess the appropriate licenses to perform the work. Contractors must respond to bid request in a timely manner. 


Selection Criteria:

  • Holds a current DC government Basic Business License
  • Holds a current and valid DC government Home Improvement License. These licenses are issued by the DC Department of Consumer and Regulatory Affairs.
  • Holds specific professional business license or certification as required by DC government (DC Department of Consumer and Regulatory Affairs) necessary to accomplish the task, e.g., HVAC licenses.


  • Provide documentation of insurance and bond policy with a minimum of $300,000 insurance coverage consisting of $200,000 for public liability and $100,000 for property damage. Insurance coverage cannot exclude lead based paint.
  • Agree to follow OSHA Rule 29 CRF 1926
  • Agree to install energy efficiency measures with the highest Savings to Investment Ratio.  If the Savings to Investment Ratio is less than one, contractor agrees to seek approval from GWUL staff prior to purchase and installation.
  • Agrees to comply with Davis Bacon Act to include reporting employee payroll information


  • Contractor must agree to install within the date stated on the work order. Accomplish re-installments or adjustments to prior work within two business days.
  • Contractor agrees to warranty work for one year.
